Background

The Board of Peace for Gaza (BoP) is a U.S.-led international body established to oversee the post-war governance, reconstruction, security, and humanitarian efforts in the Gaza Strip following the Israel-Hamas conflict.

It forms a core component of President Donald Trump's 20-point Comprehensive Plan to End the Gaza Conflict, which was endorsed by United Nations Security Council Resolution 2803 in November 2025.

The board's mandate is initially focused on Gaza until the end of 2027, after which governance is expected to transition to the Palestinian Authority.

However, the charter suggests ambitions for a broader global role in resolving other conflicts, potentially positioning it as a rival to the United Nations. Trump has described it as "the Greatest and Most Prestigious Board ever assembled."

History and Announcement

  1. Proposal: First proposed by Trump in September 2025 as part of his peace plan.
  2. Announcement: Formally announced by Trump on January 15, 2026, via a social media post. The White House released a statement on January 17, 2026, detailing the board's role in Phase Two of the plan.
  3. Formation: Invitations were sent to over 60 world leaders starting January 16, 2026, to join as founding members.
  4. The founding Executive Board was unveiled on January 17, 2026.

Purpose and Mandate

  1. The board provides strategic oversight, mobilizes resources, and ensures accountability for: Reconstruction and economic recovery of Gaza.
  2. Temporary governance, security, and humanitarian aid.
  3. Implementation of Trump's 20-point plan, including demilitarization of Hamas and transition to Palestinian-led administration.
  4. Potential expansion to other global conflicts, as per the charter's broad language.
  5. Decisions require a majority vote, but the chairman (Trump) holds final approval.
  6.  Funds raised are directed toward Gaza's rebuilding, with minimal administrative costs.

Structure and Leadership

The board features a three-tiered structure:

  1. Top Tier (Board of Peace): Chaired by Trump (inaugural and potentially for life). Includes high-level international figures.
  2. Middle Tier (Gaza Executive Board): Oversees day-to-day operations, including figures like Turkey's foreign minister, a Qatari official, Tony Blair, and Jared Kushner.
  3. Bottom Tier (National Committee for the Administration of Gaza - NCAG): A 15-member Palestinian technocratic committee led by Ali Shaath (former PA deputy minister) for municipal duties.
